Estos avisos deberán satisfacer dos requisitos procesales separados pero relacionados para las actividades que realizará la ciudad de Chattahoochee.
SOLICITUD DE LIBERACIÓN DE FONDOS
El 28 de marzo de 2024 o alrededor de esa fecha, la ciudad de Chattahoochee presentará una solicitud a FloridaCommerce (Commerce) para la liberación de los fondos de la subvención en bloque para el desarrollo comunitario en virtud del Título I de la Ley de Vivienda y Desarrollo Comunitario de 1974. , según enmendado, para emprender un proyecto, por un total de $2,069,030.00, que creará paisajes urbanos (revestimiento de caminos, instalación de aceras, instalación de iluminación e instalación de jardines), repavimentación de callejones, traslado de electricidad subterránea, demolicion de un edificio para crear un área abierta común, instalación de un estacionamiento y mejorar un parque en el centro. Los paisajes urbanos mejorarán la seguridad de los peatones, el estacionamiento y la apariencia y experiencia general para visitantes y propietarios de negocios.
HALLAZGO DE NO IMPACTO SIGNIFICATIVO
La ciudad de Chattahoochee ha determinado que el proyecto no tendrá un impacto significativo en el medio ambiente humano. Por lo tanto, no se requiere una Declaración de Impacto Ambiental según la Ley de Política Ambiental Nacional de 1969. Información adicional del proyecto está contenida en el Registro de Revisión Ambiental archivado en el Ayuntamiento ubicado en 22 Jefferson Street, Chattahoochee, FL 32324, y puede ser examinado o copiado de lunes a viernes de 8:00 a. m. a 3:30 p. m.
COMENTARIOS PÚBLICOS
Cualquier individuo, grupo o agencia puede presentar comentarios por escrito sobre el Registro de Revisión Ambiental al Ayuntamiento. Todos los comentarios deben recibirse dentro de los 15 días siguientes a la fecha de publicación de este aviso antes del 28 de marzo de 2024. Los comentarios se considerarán antes de que la ciudad de Chattahoochee solicite la liberación de fondos. Los comentarios deben especificar a qué aviso se dirigen.
LIBERACIÓN DE FONDOS
La Ciudad de Chattahoochee certifica a Commerce y al HUD que Christopher Moultry, en su calidad de Alcalde de la Ciudad, consiente en aceptar la jurisdicción de los Tribunales Federales si se inicia una acción para hacer cumplir las responsabilidades en relación con el proceso de revisión ambiental y que estas responsabilidades han sido satisfechas. La aprobación de la certificación por parte del Estado satisface sus responsabilidades según la Ley de Política Ambiental Nacional y las leyes y autoridades relacionadas y permite a la ciudad de Chattahoochee utilizar los fondos CDBG.
OBJECIONES A LA LIBERACIÓN DE FONDOS
Commerce aceptará objeciones a su liberación de fondos y a la certificación de la ciudad de Chattahoochee por un período de quince días después de la fecha de presentación anticipada o de la recepción real de la solicitud (lo que ocurra más tarde) solo si se basan en una de las siguientes bases: ( a) la certificación no fue ejecutada por el Oficial Certificador de la Ciudad de Chattahoochee; (b) la ciudad de Chattahoochee ha omitido un paso o no ha tomado una decisión o hallazgo requerido por las regulaciones del HUD en 24 CFR parte 58; (c) el beneficiario de la subvención ha comprometido fondos o incurrido en costos no autorizados por 24 CFR Parte 58 antes de la aprobación de una liberación de fondos por parte del Estado; o (d) otra agencia federal que actúa de conformidad con 40 CFR Parte 1504 ha presentado una conclusión por escrito de que el proyecto es insatisfactorio desde el punto de vista de la calidad ambiental. Las objeciones deben prepararse y presentarse de acuerdo con los procedimientos requeridos en 24 CFR Parte 58, Sec. 58.76 y estará dirigido Commerce, Programa CDBG, MSC-400 107 East Madison Street, Tallahassee, FL 32399-6508 . Los posibles objetores deben comunicarse con la ciudad de Chattahoochee para verificar el último día real del período de objeción.

NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND
NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Chattahoochee.
REQUEST FOR RELEASE OF FUNDS
On or about March 28, 2024, the City of Chattahoochee will submit a request to the Florida Commerce for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project ,totaling $2,069,030.00, that will create Streetscapes (resurface roads, install sidewalks, install lighting and install landscape), resurface the alleyways, move electric underground, demo a building to create a common open area, install a parking lot and upgrade a downtown park. The streetscapes will improve pedestrian safety, parking and the overall appearance and experience for visitors and business owners.
FINDING OF NO SIGNIFICANT IMPACT
The City of Chattahoochee has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City Hall located at 22 Jefferson Street, Chattahoochee, FL 32324 and may be examined or copied on weekdays 8:00 A.M to 3:30 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City Hall. All comments must be received within 15 days following the publication date of this notice by March 28, 2024. Comments will be considered prior to the City of Chattahoochee requesting a release of funds. Comments should specify which notice they are addressing.
RELEASE OF FUNDS
The City of Chattahoochee certifies to the Florida Commerce and HUD that Christopher Moultry in his capacity as City Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Chattahoochee to use the CDBG funds.
OBJECTIONS TO RELEASE OF FUNDS
DEO will accept objections to its release of funds and the City of Chattahoochee certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Chattahoochee; (b) the City of Chattahoochee has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Commerce, CDBG Program, MSC-400 107 East Madison Street, Tallahassee, FL 32399-6508. Potential objectors should contact the City of Chattahoochee to verify the actual last day of the objection period.
