These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Midway, Florida 

REQUEST FOR RELEASE OF FUNDS 

On or about May 12, 2023, the City of Midway, FL will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a road paving project to make repairs and improvements at six (6) sites within the City of Midway. 

The proposed activity is the construction of approximately 5,780 Linear Feet (LF) of new street paving and approximately 2,722 LF of street repaving, as well as 5,780 LF of right of way acquisition. These improvements will be made along Willies Lane, Mine Road, McCray-Martin Road, Lawson Road and Imani Circle to improve infrastructure and access. 

As currently anticipated in the preliminary design, the proposed activities will affect 0.0 acres of the mapped 100-yr floodplain. Pending the completion of the final design, the proposed work will affect 0.0 acres of floodplain and 0.0 acres of wetland. 

The anticipated funding sources for the proposed improvements include the following: 

1. $700,000 from the Community Development Block Grant (CDBG) program, Disaster Recovery (DR) Category (Grant Number H2433). 

2. $50,000.00 Local Match 

FINDING OF NO SIGNIFICANT IMPACT 

The City of Midway has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Midway’s City Hall, 50 M L King Blvd., Midway, Florida 32343, and may be examined or copied weekdays from 8:30 a.m. to 4:00 p.m. 

PUBLIC COMMENTS 

Any individual, group, or agency may submit written comments on the Environmental Review Record to 50 M L King Blvd., Midway, Florida 32343. Comments may also be submitted by email to: hgrant@midwayfl.com. Additional information may be obtained by contacting Dr. Henry Grant, City Manager, (850) 574-2355. All comments must be received by May 12, 2023. Comments will be considered prior to the City of Midway requesting a release of funds. Comments should specify which notice they are addressing. 

RELEASE OF FUNDS 

The City of Midway certifies to the Florida Department of Economic Opportunity and HUD that Dr. Henry Grant in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Midway to use the CDBG funds. 

OBJECTIONS TO RELEASE OF FUNDS 

DEO will accept objections to its release of funds and the City of Midway certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Midway; (b) the City of Midway has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. Potential objectors should contact the City of Midway to verify the actual last day of the objection period.

NOTICE TO RECEIVE SEALED BIDS

The Quincy City Council will receive sealed bids from any qualified person, company or corporation interested in constructing:

STONES FIRE LINE EXTENSION

This project shall consist of extending the existing 8” water main on the south side of Highway 90 in Quincy, FL across to the north side of the highway using a horizontal directional bore. The water line extension will include approximately 170 feet of 10” HDPE pipe as well as all transitional fittings and a fire hydrant on the north side of the highway.

Bid documents can be obtained at Dewberry Engineers Inc., 20684 Central Avenue East, Blountstown, Florida 32424.  The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes.

Completion date for this project will be 45 days from the date of the Notice to Proceed presented to the successful bidder.  

Liquidated damages for failure to complete the project on the specified date will be set at $200.00 per day.

Please indicate on the envelope that this is a sealed bid for the “Stones Fire Line Extension”.

Bids will be received, opened, and read aloud at 3:00 PM EST on May 10th, 2023 at the City Manager’s Office in the Quincy City Hall, 404 West Jefferson Street, Quincy, Fl 32351.

Cost for Plans and Specifications will be $50.00 per set and is non-refundable. Checks should be made payable to DEWBERRY ENGINEERS INC. Digital copies will be available free of charge.

The Quincy City Council reserves the right to waive informalities in any bid, to accept and/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest of The City of Quincy.
